QUANG TRỊ PUBLICIZES INFORMATION ON SOCIAL HOUSING PROJECTS

In implementation of Directive No. 34/CT-TTg dated December 11, 2025 issued by the Prime Minister on strengthening transparency and preventing misconduct in the approval, sale, and lease of social housing, on January 6, 2026, the Department of Construction of Quảng Trị Province issued Document No. 57/SXD-QLN announcing public information about social housing projects in the province.
Accordingly, the Department has released a list of social housing projects that are eligible for sale, have approved investment policies, have started construction, are about to begin construction, or are currently being implemented within the province.
          Detailed information for each project—including project name, investor, location, scale, number of apartments, expected selling price, application receiving time, and implementation progress - has been publicly posted so that residents can easily access and follow the information.
          In addition, the Department of Construction has provided guidance on eligible beneficiaries and conditions for purchasing or lease-purchasing social housing, as well as the procedures and required documents for application in the province. These guidelines are included in Guidance Document No. 3844/SXD-QLN dated November 6, 2025, and the supplementary guidance in Document No. 4390/SXD-QLN dated November 21, 2025. All related documents have been published on the official portals of the Provincial People’s Committee and the Department of Construction.
          Notably, eligible individuals who purchase or lease-purchase social housing may access preferential loans from the Vietnam Bank for Social Policies, with a maximum loan amount of up to 80% of the contract value. The interest rate is 5.4% per year, and the loan term may extend up to 25 years from the date of the first disbursement. This policy helps create favorable conditions for low-income households, workers, and laborers to secure stable housing.

          To ensure transparent communication about social housing policies and promote healthy and sustainable development of social housing, while preventing policy abuse and protecting residents from fraud, the Department of Construction requests that investors of social housing projects strictly comply with legal regulations. Investors are not allowed to collect illegal deposits or reservation fees, and must publicly disclose project information at least 30 days before receiving applications.
          If the number of applications exceeds the available number of apartments, the selection process must be conducted through a public lottery under the supervision of competent authorities.
          At the same time, the Department of Construction also requests the Provincial Newspaper, Radio and Television Station, the Provincial Information Operations Center, and the People’s Committees at the commune level where social housing projects are located to coordinate in publishing and publicly posting information about these projects. This will enable residents to access accurate information and prepare their applications in accordance with regulations.
