STRATEGIC DRIVERS FOR QUANG TRI’S BREAKTHROUGH IN THE NATION’S NEW ERA OF GROWTH

Amid the nationwide momentum, confidence, and expectations toward the 14th National Party Congress, the Party Committee and people of Quang Tri are committed to building a stronger province and positioning it as a new growth pole of Central Vietnam.
 
In this vision, science and technology, innovation, digital transformation, and green development are identified as strategic drivers to unlock local potential, enhance competitiveness, and guide Quang Tri confidently into a new era of development.

          Strategic vision and Development goals

The First Congress of the Quang Tri Provincial Party Committee (2025–2030) sets the long-term objective of transforming Quang Tri into a dynamic growth hub in Central Vietnam, striving by 2045 to become a well-developed province and a national center for energy, logistics, and distinctive tourism.

To realize this goal, the province has outlined five key task groups, three strategic breakthroughs, and four development pillars. The guiding principle emphasizes green, sustainable, comprehensive, and integrated socio-economic development, focusing on four core sectors: Energy – Logistics – Tourism – Green Agriculture, with science, technology, innovation, and digital transformation as the main breakthroughs.
Concrete targets support this commitment, including allocating at least 3% of the annual provincial budget to science, technology, and innovation development. Digital transformation will be implemented across three pillars: digital government, digital economy, and digital society. By 2030, more than 35% of enterprises are expected to engage in innovation activities, while over 80% of citizens will use online public services.
Quang Tri prioritizes the development of low-emission green energy industries and aims to make tourism a leading economic sector, positioning the province as one of Vietnam’s most attractive tourism destinations and a regional hub for adventure tourism in Asia. At the same time, the province is investing in efficient logistics infrastructure, gradually forming logistics centers, dry ports, and free trade zones, while promoting green, circular, and climate-resilient agriculture.

             Responding to Global Trends

The Fourth Industrial Revolution is transforming global economic structures. Breakthrough technologies such as Artificial Intelligence (AI), Big Data, and the Internet of Things (IoT) are redefining competitiveness, shifting advantages from natural resources and low-cost labor toward technological capability and innovation capacity.
Recognizing these trends, Vietnam’s leadership has identified science, technology, innovation, and digital transformation as decisive factors for national development. The draft documents of the 14th National Party Congress highlight the importance of these elements as primary drivers for economic growth, alongside the promotion of digital and green economies.

          Opportunities for Quang Tri

Entering a new development phase, Quang Tri faces both challenges and opportunities. Despite constraints such as a modest economic base and vulnerability to natural disasters and climate change, the province now benefits from new geographic positioning and expanded development space.
Strategically located along the East–West Economic Corridor, connecting Vietnam with Laos, Thailand, and the Greater Mekong Subregion, Quang Tri has strong potential to become a logistics and goods transshipment hub. Major infrastructure projects—including the North–South Expressway, Dong Hoi Airport, Quang Tri Airport, Hon La Port, and My Thuy Deep-water Port—create favorable conditions for logistics and supporting industries.
Green agriculture is gradually expanding, with nearly 700 hectares of organic rice and more than 1,000 hectares of rice cultivated using organic methods, while forest coverage exceeds 61%. Many agricultural products have received organic certification.
Tourism resources are also highly diverse, supported by nearly 200 kilometers of coastline and a rich combination of marine, island, ecological, and cultural-historical tourism assets.
In the energy sector, 22 wind power projects, four solar power plants, and more than 1,200 rooftop solar installations are already in operation. Additional offshore and nearshore wind projects are underway, strengthening Quang Tri’s ambition to become a clean energy hub in Central Vietnam.

Meanwhile, digital infrastructure is steadily improving. Fiber-optic networks and 4G coverage are widespread, and 5G services have been introduced. The Intelligent Operation Center (IOC) connects data across government agencies and is gradually expanding to local administrative units. By the end of 2025, the province had mastered and was ready to transfer nearly 200 scientific research results for practical application.

To accelerate development, Quang Tri focuses on several key solutions:
First, develop a modern, long-term socio-economic strategy, leveraging provincial advantages while strengthening regional connectivity and integrated spatial planning. Growth will be driven by renewable energy industries, high-tech industries, digital economy, and logistics, while promoting high-quality services and organic agriculture.
Second, enhance research, innovation, and technology transfer, including the application of AI and digital technologies in production and business operations. The province will improve mechanisms encouraging innovation and support enterprises in adopting advanced technologies.
Third, implement comprehensive digital transformation across digital government, digital economy, and digital society, linked with administrative reform and smart urban governance. This also includes improving digital skills for citizens, officials, and businesses.
Fourth, promote integrated green development, focusing on four pillars: green logistics, renewable energy, sustainable tourism, and green agriculture. Tourism development will shift from quantity-based growth to quality and value-added experiences, while agriculture will emphasize circular and climate-resilient production systems.
Fifth, strengthen regional cooperation and international integration, particularly with neighboring countries along the East–West Economic Corridor. Through infrastructure sharing, data exchange, and technology collaboration, Quang Tri aims to expand its development space and integrate deeper into regional and global value chains.
Sixth, attract strategic investors in renewable energy, green industry, logistics, sustainable tourism, and high-tech agriculture. Priority will be given to projects with strong technological content and innovation spillovers, while institutional and administrative bottlenecks will continue to be addressed.
On the eve of the 14th National Party Congress, the Party Committee and people of Quang Tri reaffirm their strong determination and aspiration for development. By proactively seizing new opportunities and leveraging science, technology, innovation, digital transformation, and green development, the province aims to create powerful internal momentum.
These strategic drivers will serve as a launching platform for Quang Tri’s breakthrough, enabling the province to emerge as a new growth pole of Central Vietnam and contribute actively to the nation’s progress in a new era of prosperity.
