QUẢNG TRỊ WELCOMES WORLD-LEADING EXPERT TO DISCUSS SEMICONDUCTOR MATERIALS TECHNOLOGY DEVELOPMENT

On February 12, 2026, the Quảng Trị Provincial People’s Committee held a working session with VSAP LAB Joint Stock Company and Vietnam Wafer Joint Stock Company to discuss cooperation orientations and explore investment opportunities in the semiconductor materials technology sector. The meeting was chaired by Mr. Lê Đức Tiến, Vice Chairman of the Provincial People’s Committee, with the participation of leaders from relevant provincial authorities.

A key highlight of the meeting was the participation of Dr. Nguyễn Bích Yến, a globally recognized expert in semiconductor technology and advanced materials, originally from Quảng Trị and currently serving as Chairwoman of VSAP LAB Joint Stock Company. With over 40 years of experience in research, development, and commercialization of semiconductor technologies, Dr. Nguyễn Bích Yến previously held senior scientific positions at Motorola/Freescale (Dan Noble Fellow) and Soitec, France (Senior Fellow since 2007). She has played a significant role in developing core semiconductor technologies such as SOI, CMOS, Smart Cut, and 2.5D/3D IC, which are widely applied in fields including 5G, AIoT, and smart automotive systems.
Dr. Nguyễn Bích Yến holds more than 200 patents and over 350 scientific publications. She is an IEEE Fellow and has received numerous prestigious international awards, notably the IEEE Frederik Philips Award 2024.
During the meeting, Vice Chairman Lê Đức Tiến provided an overview of the province’s socio-economic development, while highlighting Quảng Trị’s advantages in geographical location, industrial infrastructure, and development potential. Mr. Châu Hoàng Long, Chief Executive Officer of Vietnam Wafer Joint Stock Company, presented the plan to build an Ultra-High Purity Quartz Materials Manufacturing Plant at Quán Ngang Industrial Park. He also reported on the progress of Phase 1 of the Vietnam Wafer Semiconductor Materials Manufacturing Complex Project and proposed the development of a Semiconductor Materials Research and Development (R&D) Center in Quảng Trị under a Public-Private Partnership (PPP) model.

Speaking at the meeting, Dr. Nguyễn Bích Yến emphasized that the construction of an ultra-high purity quartz materials plant requires extremely strict technical standards and quality control. Therefore, establishing a specialized laboratory to test and control the quality of silica sand raw materials is a critical step. She also suggested accelerating the laboratory construction timeline so that it can soon be put into operation, providing a solid technical foundation for the next phases of the project.
Concluding the meeting, Vice Chairman Lê Đức Tiến expressed his expectation that Dr. Nguyễn Bích Yến and VSAP LAB would continue supporting Vietnam Wafer Joint Stock Company in research activities and the establishment of the laboratory, moving toward the construction of the Ultra-High Purity Quartz Materials Manufacturing Plant in Quảng Trị.
This initiative is expected to efficiently utilize local mineral resources, enable the province to gradually integrate deeper into the global semiconductor value chain, and create new growth opportunities in high-tech industries, contributing to Vietnam’s broader national semiconductor development strategy.

Prior to the meeting, the delegation conducted a field survey at the Vico Quảng Trị Sand Processing Plant to assess the current technology, processing procedures, and quality of raw materials serving the development orientation of the Vietnam Wafer Semiconductor Materials Manufacturing Complex Project.
