Thai Energy Ministry terminates long-delayed 1,320MW thermal power project in Quang Tri

With the consent of the Prime Minister and the Standing Board of the Provincial Party Committee, on October 6, 2022, in Bangkok (Thailand), the Quang Tri Provincial Delegation led by Mr. Vo Van Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee as Head of the delegation attended the 2nd Vietnam - Thailand Energy Forum (2nd VTEF). Participating in the delegation were Mr. Hoang Duc Thang, UVTVTU, Deputy Head of the Provincial National Assembly Delegation and representatives of leaders of relevant Departments, Boards and branches. The delegation of the Ministry of Industry and Trade led by Deputy Minister Dang Hoang An.
 

The 2nd Vietnam - Thailand Energy Forum is an event organized by the Ministry of Industry and Trade of Vietnam in collaboration with the Ministry of Energy of Thailand with the participation of nearly 100 delegates representing state leaders, ministries and localities and typical energy investment enterprises of the two countries with the goal of expanding investment cooperation and strengthening scientific and technical cooperation in the energy field between Vietnam and Thailand. This event is held in the context of the intense global energy crisis, ongoing energy shortage, capacity to store and supply energy and renewable energy. New energy is still limited, world energy prices are still rising, seriously affecting the growth and recovery of the world economy after the Covid-19 pandemic, including Vietnam and Thailand.
 

Vo Van Hung, Chairman of the provincial People’s Committee revealed the news on Thursday while he attended the second Viet Nam-Thailand Energy Forum (VTEF) in Bangkok, Thailand. The project’s investor is Electricity Generating Authority of Thailand (EGAT) International Company Limited. The company was granted an investment licence in 2013 but the project has yet to be implemented. The plant was planned to be built on an area of 450ha in Dong Nam Economic Zone in the province.

He also said that the decision was made after considering the recommendations of the committee, assessing the factors causing obstacles in the financial arrangement and equity of the project, as well as the implementation of the 26th session of the Conference of the Parties (COP 26) commitments to achieve net zero emissions by 2050 of the two Governments of Viet Nam and Thailand.

Within the framework of the Forum, at the headquarters of the Ministry of Energy of Thailand, the Provincial Delegation participated in a bilateral meeting between the Ministry of Industry and Trade and the Ministry of Energy of Thailand, the Electricity of Thailand (EGAT), the Thai Ambassador in Vietnam to discuss the future of Quang Tri Coal Thermal Power Project, invested by EGATi. On the basis of considering the recommendations of the People's Committee of Quang Tri province, assessing the factors of obstacles and objective obstacles in the arrangement of project finance and equity over nearly 11 years of preparing and fully implementing the COP26 commitment to achieve net emission reduction to zero by 2050 of the Governments of Vietnam and Thailand, the Thai Ministry of Energy confirmed to stop implementing the above project in Quang Tri province and will have an official document soon to the Ministry of Industry and Trade and Quang Tri province. The Thai side also suggested that the Ministry of Industry and Trade, Quang Tri province continue to create favorable conditions for EGAT and EGATi to seek opportunities to invest in other renewable energy projects or invest in infrastructure for the implementation of other renewable energy projects in Vietnam in general and Quang Tri in particular.

 

On this occasion, the Delegation participated in a Dialogue session between the management agencies, experts and businesses of the two countries on energy cooperation between Vietnam and Thailand. Participating in the dialogue session were representatives of the leaders of the Ministry of Industry and Trade of Vietnam, the Ministry of Energy of Thailand, the Embassy of Vietnam in Thailand, the Embassy of Thailand in Vietnam, the Federation of Thai Industries, Board of Investment Thailand, Export-Import Bank of Thailand, potential investors, energy investment businesses of the two countries. Delegates attending the dialogue session also shared information on business cooperation opportunities, investment legal regulations, business cooperation mechanism for energy investment, raised challenges and problems. In the process of cooperation, frankly recommend solutions to further enhance the efficiency of energy business and investment projects of state and private enterprises in Thailand and Vietnam in the coming time, meet the economic development cooperation needs of both countries.
