DEVELOPMENT MOMENTUM FROM COASTAL ECONOMIC ZONES

Quang Tri Province currently hosts two coastal economic zones (EZs): The Southeast Quang Tri Economic Zone and Hon La Economic Zone. With strategic geographic advantages, deep-water seaports, and convenient transport connectivity, these zones are expected to become key drivers of the province’s economic growth.

Expanding development space

According to development planning, both the Southeast Quang Tri EZ and Hon La EZ are oriented to become comprehensive economic zones serving as regional hubs in supply chains and trade networks. They will also act as testing grounds for new policy mechanisms and modern investment environments, aiming to attract large domestic and international corporations.
This strategy not only expands new development opportunities for the province but also strengthens regional connectivity, large-scale investment attraction, and the formation of a new growth pole in North Central Vietnam.
The Southeast Quang Tri Economic Zone, covering 23,792 hectares, spans six communes: My Thuy, Vinh Dinh, Trieu Co, Nam Cua Viet, Cua Viet, and Gio Linh. The zone is planned with four development areas:
  • Southeast area: Key development projects such as a power center, energy complex, industrial parks, urban zones, public services, administrative centers, a deep-water seaport, and a non-tariff zone.
  • Northeast area: Coastal tourism and resort services supporting the economic zone.
  • Northwest area: Regional infrastructure hub centered around Quang Tri Airport and high-end services.
  • Western area: High-tech agriculture and land reserved for future expansion.
Currently, the Southeast Quang Tri EZ hosts 47 licensed projects with total investment of about VND 100.87 trillion. Among them, 21 projects are operational, mainly in tourism, resorts, and aquaculture; 13 projects are under construction, and 13 are in preparation for investment.

Meanwhile, Hon La Economic Zone, located in Phu Trach, Hoa Trach, and Quang Trach communes, covers 10,000 hectares (including about 8,900 hectares of land and 1,100 hectares of sea and islands). With advantages such as a deep-water bay, marine space, convenient transportation, and tourism potential, Hon La has attracted increasing attention from major investors.
Today, the zone has attracted 84 registered and licensed investment projects, totaling approximately VND 114 trillion. Among them, 30 projects are operational, mainly in manufacturing and processing industries such as wood products, concrete and steel components, titanium ore processing, and port logistics services.
Industrial and commercial revenue in the zone reaches about VND 5.5 trillion annually, contributing around VND 120 billion to the state budget and creating jobs for nearly 1,000 workers.

Key Projects Driving Breakthrough Growth

A major highlight of the two coastal economic zones is the development of Hon La Port and My Thuy Port.
Hon La Port has a total investment of VND 2.112 trillion and includes four berths. Phase 1 involves the construction of two berths, capable of receiving vessels of 50,000–100,000 DWT, with an annual capacity of around 3 million tons. The project is currently progressing on schedule and is expected to begin operations in the first quarter of 2026, while Phase 2 is planned for completion by 2028. Strategically located in the sheltered Hon La Bay, the port benefits from ideal natural depth, enabling it to accommodate large vessels and operate efficiently.
At the Southeast Quang Tri EZ, the My Thuy Port Complex Project is also under construction. Covering 685 hectares with an investment of VND 15 trillion, the port will include 10 berths capable of handling vessels of up to 100,000 tons. Major legal procedures have been completed, and construction is underway on key components including the eastern breakwater, berths No.1 and No.2, navigation channels, turning basins, and waterside infrastructure. Once completed, My Thuy Port will become a major logistics hub, supporting import–export activities, heavy industry, energy development, and marine-based industries.

Quang Tri’s seaports are located close to coastal shipping routes and connect with border gates along the East–West Economic Corridor, facilitating trade with Laos, Thailand, Myanmar, and neighboring economic regions. This creates favorable conditions for developing logistics centers, supporting industries, cargo transshipment, and renewable energy projects along both the East–West and North–South economic corridors.
In addition to seaport infrastructure, several major energy and industrial projects are being implemented within these coastal economic zones, including: Hai Lang LNG Power Project (Phase 1), Trieu Phu Multi-Sector Industrial Park, Quang Trach I Thermal Power Plant, Quang Trach II LNG Power Plant, Titanium–Monazite deep processing industrial complex, Zirconium Oxychloride production plant
These large-scale projects, each worth billions of Vietnamese dong, will help shape a dynamic and modern economic landscape in Quang Tri’s coastal economic zones, supporting sustainable growth while ensuring environmental protection.
According to Tran Quang Trung, Deputy Head of the Quang Tri Economic Zone Authority, local authorities have actively coordinated with communes to resolve land clearance issues for projects in the coastal economic zones.At the same time, the province is accelerating adjustments to the master plan of the Southeast Quang Tri EZ without changing its overall scale, while refining functional zoning to remove planning bottlenecks and facilitate investment attraction.For Hon La EZ, priority is being given to planning subzones around Quang Trach Power Center, Hon La Port Area, and Mui Doc Port Area.
In the near future, cargo and vehicle traffic through Hon La EZ is expected to increase significantly, especially when the Quang Binh–Hon La Integrated Oil and Gas Service Port begins operation in Q1 2026. Consequently, the road connecting National Highway 1 to Hon La Port, currently a four-lane route, is proposed to be upgraded to six lanes to meet growing transport demand.
